Returning to Heartland's home city of Chicago, the fourth ICCC expanded its scope to examine both the scientific and economic dimensions of climate policy. With the U.S. Senate considering cap-and-trade legislation, leading researchers and economists gathered to present peer-reviewed evidence challenging climate alarmism and the staggering costs of proposed carbon restrictions.
