Amy Oliver Cooke is CEO of the John Locke Foundation in North Carolina, leading a team providing nonpartisan public policy analysis to lawmakers and media. She also serves as publisher of Carolina Journal, which reaches more than one million people monthly. Previously she was executive vice president of the Independence Institute's Energy and Environmental Policy Center.
